Iulia Motoc
Iulia Motoc is a Judge at the International Criminal Court since 2024, a member of the Institute of International Law, and professor of International and European Law at the School of law of the University of West Timisoara. Iulia Motoc was Professor of the University of Bucharest (1995-2023) and visiting professor at various institutions including the European Institute Florence, University Paris I, and Academy of International Law, The Hague. Judge Iulia Motoc was a Judge at the European Court of Human Rights (2013-2023) and a Judge of the Constitutional Court of Romania (2010-2013). Judge Motoc has extensive experience with the United Nations, Council of Europe and European Union. Iulia Motoc served as a UN Special Rapporteur for the Democratic Republic of Congo reporting crimes against humanity and war crimes. She was a member and Vice President of the UN Human Rights Committee and UN Special Rapporteur on Genetics and Human Rights. Iulia Motoc holds an LLB from the University of Bucharest (1989) a Master’s degree (1991) and a PhD in International Law from the University Paul Cezanne, Aix-Marseille III (1996). She obtained the habilitation in law from Paris XI, Jean Monnet (1998). Judge Motoc has a PhD in Philosophy from the University of Bucharest (1999). She was a Senior Fellow at the NYU School of Law (2003-2004) and Yale School of Law (2004-2007).
Sebastian Rădulețu
Sebastian Rădulețu is a judge at the European Court of Human Rights (ECtHR) since 2023, elected in respect of Romania, an honorary fellow at Pembroke College, University of Oxford and professor of Criminal law and Human Rights law at the University of Craiova (Romania). Before becoming an international judge, he used to be a lawyer (1998-2023) practicing at national level and before the ECtHR. In this capacity, he was admitted on the List of Counsel of the International Criminal Court (2018-2023). He was also a Farthing scholar and Retained Lecturer at Pembroke College, University of Oxford (2015-2018) and a visiting scholar at Columbia Law School, NYC (2018) and HEC Liège (2015-2023). He holds a PhD (DPhil) in Law (University of Oxford), but also a MSc in International Human Rights law (University of Oxford) and postgraduate diplomas in fundamental rights (Paris X Nanterre) and in EU Law (King’s College London).
Raluca Bercea
Raluca Bercea is a full professor of European Union law and Human Rights Law at the Law Faculty of the West University of Timisoara. She is habilitated to coordinate PhD theses and has acted as a joint PhD coordinator in more than a case. She sat in international PhD juries at Paris I Panthéon Sorbonne or Central European University. She is the Director of the Undergraduate Bilingual Program of European and International Law and the Romanian coordinator of the quadruple degree in European Union law with the University of Turin, two programs of excellence that she has had the initiative to create. She is an active member of the FRANET, of the OCEAN program within the Council of Europe and she is a HELP info point on behalf of the National Association of the Romanian Bars. She has been a lawyer since 2002 with several cases presented before the European Court of Human Rights. She regularly acts as a trainer for legal professionals or as a trainer of trainers with HELP, FRA, EJTN or ERA. She is the director of the local centre of the Romanian Institute for the Training and Improvement of Lawyers and, since 2012, she has uninterruptedly taught EU law and human rights in tailor-made modules for national and international groups of lawyers.

Matei Alexianu
Matei Alexianu is an Assistant Professor of Law at Loyola University Chicago, where he teaches international law and U.S. civil procedure. His research and teaching interests lie at the intersection of international and domestic procedure, the law of climate change, and the evolving role of international law in the contemporary global order. His research has appeared in publications including the Tulane Law Review, Vanderbilt Journal of Transnational Law, and the Hague Yearbook of International Law. He previously practiced international law and arbitration at Foley Hoag LLP and obtained his JD from Yale Law School, where he was an Editor-in-Chief of the Yale Journal of International Law and a Coker Fellow. He also holds a Masters in Economics from the London School of Economics and a Bachelors in Philosophy, Politics and Economics from the University of Oxford. In 2025, he became the first Romanian since 1970 to obtain the Diploma in Public International Law from the Hague Academy of International Law. Before becoming a lawyer, he worked on public policy issues in Romania, East Africa, and Southeast Asia.
Diana Botău
Diana Botău is Associate Professor of Public International Law at the Faculty of Law of “Babeș-Bolyai” University in Cluj-Napoca. Her scholarship engages both the classical doctrines of the discipline and its contemporary frontiers. She is the author of the monograph Succesiunea statelor la tratatele internaționale (Hamangiu, 2024) and co-author, with Valentin Constantin, of the treatise Drept internațional. Partea generală (Hamangiu, 2023), distinguished with the Anibal Teodorescu Prize for Public Law of the Union of Romanian Jurists. Her chapters appear in leading international volumes published by Mohr Siebeck (Tübingen), Mare & Martin (Paris) and Bruylant (Brussels) and her work has been cited in Romania and abroad, including in volumes published by Hart Publishing (Oxford), Mohr Siebeck, and Routledge. She attended the Hague Academy of International Law (2008) and was a visiting researcher at New York University School of Law (2012). She has served as Romanian national rapporteur to the Journées internationales of the Association Henri Capitant (2008, 2016). She has taken part in successive European research projects at the European University Institute in Florence (TRIIAL, TRIIAL II, e-NACT) and has presented at major international fora, including the General Congress of the International Academy of Comparative Law (Asunción) and the ICON-S Central and Eastern European Chapter (Ljubljana). In 2023 she received the Excellentia Prize for Excellence in Scientific Research of Babeș-Bolyai University. She is a member of the European Society of International Law (ESIL), and serves on the Editorial Board of Noua Revistă de Drepturile Omului.
Daniela-Anca Deteșeanu
Daniela-Anca Deteșeanu is an Associate Professor in the Department of Public Law and the Vice-Dean of the Faculty of Law at the University of Bucharest, a position she has held since 2015. She also serves as the Director of the faculty’s Human Rights Centre. Her academic activity encompasses teaching courses in International Humanitarian Law, Refugee Law, International Criminal Law and International Human Rights Law, as well as extensive expertise in research projects as either a grant director or a member of the research team. Between 2002 and 2017 she has been practicing as an Attorney-at-Law within the Bucharest Bar. Her academic qualifications include a PhD in Law from the University of Bucharest (2014), followed by post-doctoral research in Human Rights Law at the same academic institution. She holds a Master’s Degree (Maîtrise) and a D.E.U.G. in Legal Sciences from the French-Romanian College for European Studies (Université Paris I Panthéon-Sorbonne), and a Bachelor of Laws from the University of Bucharest. Additionally, her credentials include specialized training courses at the Grotius Centre for International Legal Studies (Leiden University), the International Institute of Higher Studies in Criminal Sciences (Siracusa), and René Cassin Foundation in cooperation with ICRC (Geneva).
